Does language affect malware effectiveness?

Does the programming language chosen to create the malware actually make it more robust and therefore more likely to succeed in an attack?
if so, what language should I start learning?

As a young boy I learned Assembler, C/C++ while I read about programming paradigms, it did good for me. Low-level languages can be a bit hard, but they are good to know. Also look at Python (AI) and later on Julia (ML).
