    It could be real but he might be just acting. In anycase, don't send him money back.
    Ask paypal in resolve center to check is it really someone stole his acc, they can check IP logs and if they find out that it comes out from old IP you'll win dispute.

    IP: 95.148.29.91 | 94.197.120.143 here opened 8085 port can ddos
    (Multiple IPs means multiple logged locations. example: phone and computer)
