Email checked capable of sending a message to all their contacts?

I’m looking for a software/script/config that goes through a list of emails, logs in, goes to the contacts and emails them my pre defined message (stored in a txt or what's best). This is no spam bombing, just one message per contact before moving onto the next email address and doing the same thing there. I am looking to go through at least 1000 emails per day. Services like web2mail allow you to log in proxyless regardless of your domain. Do you think that this is something you know how to achieve? if you know a dev capable of doing this, please send his info my way. I will pay if necessary.

The emails i am referring to would be dumped emails. Essentially, i just want to feed it emails, have it go through their contacts list, send one email per contact before moving on to the next email. I want to feed upwards of two thousand emails per day.
