How strict are piracy rules in your country?

In my country everybody has a cracked windows/office and we even have huge websites similar to netflix but eveything is free and pirated.

In Brazil, we had the biggest movie distributor site ever, but it get down by the PF (Federal Police).
Nobody gets jailed by downloading or uploading some piracy files, this was just one case after years and years.
Today, we have like thousand same sites that continue to distribute piracy movies and series.
