you can get it for free by scrape it using proxy grabber or buy it from people or site, mostly price per month is 5 $ and other blackhat way is you using rat and using you client as proxy server.

You can take it from Proxy Lists subforum, so many cool proxies there.

If you want to get it yourself, I'd advise you:
- get proxy list made by someone from, for example, here. 1k-5k proxies will be fine.
- check it with proxyfire (to get alive proxies) and with Charon (to get fastest proxies or from specific countries)https://cracking.org/forums/proxy-lists.82/
- so, you'll have 30-100 best proxies. Put it into morCrowler and scrape proxylists.
- that list feed to proxyfire again to get alive proxies.
Bingo! You'll get nice your own proxy list.
