considering it's a cracking website, I'm guessing it's not, how has it survived for so long without getting taken down? Just curious

Legal. Hacking is not prohibited by the laws; only "black hat" hacking is prohibited. My programmers often engage in hacking to identify vulnerabilities - they do this work for money. Any shadow website is not illegal - if considered as an informational board (no one has forbidden familiarizing oneself with information). Although, in the country where I come from, they are trying to implement such measures
