This is a virus. After extracting the RAR you can get the md5 hash of the exe: c32fce2cc3dd5856c00eb3d730bbc604

After uploading the EXE to VirusTotal it shows 62/68 detections most RAT and even one DarkComet.

I have uploaded the EXE on Any.run so you can see what it does in a virtual machine.
