Is there anyway to access a website or app after you're device has been blocked or completely spoofing you're device address so you won't get blocked and they block a fake address. What I mean by this is say someone is using a app (like fandango) and made a purchase off someone's fandango account say fandango then blocks your device from making purchases is there any way to avoid being blocked from fandango or a way around that after being blocked?

Yes You can use an IP changer , If you were using a phone use any good IP changer , but if you were using a PC I recommend you to use HotsPot Shild

I've used a VPN [HMA & Express VPN] then tried logging on the app and making the purchase but wouldn't let me. Isn't a VPN same thing as an IP changer? They both give you different IP addresses.

it aint the same,an ip changer it changes your ip but a vpn,changes your ip and your country.

Right what you said is an Ip Changer changes your IP. And a VPN also changes your IP but also changes your country. So they both basically do the same thing? How would that help me bypass the problem I'm facing?
